You can try to add anime speed lines to video clips with Adobe After Effects in four steps: creating the lines, repeating the shapes, positioning the drawn lines, and adding motion effects.

Step 1
The first step includes drawing a single narrow triangular form with the pen tool, with the point of the triangle pointing towards the middle of the frame. Use the Rulers and Guides in After Effects to position the vertices precisely. Place the shape's reference point in the middle of the frame as well, using the Pan Behind function. Second, use the Repeater to make additional lines. Decide on the number of copies you'll need (the average quantity is 20). Open the Transformation properties and change the X position from 100 to 0 to align the forms. To position the speed line circle, set the Repeater's rotation to 20 degrees.
Step 2
Next, position the elements by adding the video clip you want to add the effect on. To spread out the circle, open the transformation options of the individual shape element and drag the Y position up. Then, to adjust the width and length of the lines, change the X and Y scaling of the shape element. To adjust the width and length of the entire effect circle, change the X and Y scaling of the shape layer.
Step 3
The last step is to animate the lines. Match the animation of the speed lines to the movement of my digital zoom by adding keyframes to the Y position of the speed line shape element to start and end around the same time as the zoom on the video clip. Add Easy Ease to the keyframes to help smooth the animation out. Afterward, use the Wiggle Path and Wiggle Transform animator and adjust the Size and Wiggles/Second attributes. Doing this will bring movement to the edges of each line shape.
